Democrats Have the Window, Republicans Hold the Blame: Voters Poised to Blame Trump and Republicans for Shutdown

That makes the choice for Democratic leadership a strategic one: which narrative feels mission-critical, and which can best cut through in an attention economy where, for a brief moment, Democrats will have the stage.

With the federal government days away from shutting down, a new Blueprint poll finds voters squarely blaming Donald Trump and Republicans in Congress. Across different messaging scenarios tested, voters assign more blame to Republicans than to Democrats—and crucially, independents break against them.

Here, the story is simple: Voters recognize that Republicans have full control of government and are poised to assign blame for a shutdown to them. So, the question for Democrats is what story to tell when the spotlight is turned on them—a rarity these days. Whether it is due to healthcare costs or threats to democratic values, both framings of why Democrats are refusing to vote for government funding are equally compelling, including among independents.

In a straight test without messaging, 48% of voters blame Donald Trump and Republicans in Congress for a shutdown, while just 33% blame Democrats. Notably, independent voters would blame Republicans for a shutdown over Democrats by nearly 2-to-1, 49% to 26%.

When Democrats argue that they will not vote for a funding bill that would drive up premiums by 20% for millions of families, voters side with them: 50% blame Republicans, compared to 34% who blame Democrats, with independents breaking against Republicans by 24 points.

When the debate shifts to democracy—refusing to fund a government carrying out mass deportations, trampling democracy, and ignoring congressional mandates—voters again fault Republicans, 50% to 35%, with independents siding against them by 21 points.

And while Republicans try to frame the fight as “partisan obstruction,” voters see Trump’s fingerprints. Independents break against Republicans, and Black and Latino voters line up firmly on the Democratic side.

Regardless of question framing, voters place responsibility for the potential shutdown squarely on the GOP.

ABOUT THE POLL

Blueprint surveyed an online sample of 3,028 voters from September 19 to September 24, weighted to education, gender, race, survey engagement, and 2020 election results. The survey was conducted in English, and its margin of error is ±2.1 percentage points.
